Title : M & E Coordinator

Specific Responsibilities:

• Support the M&E Manager in the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
• Develop and oversee data flow pattern for the project that will ensure timely data collection and reporting
• Lead results reporting to Koe Koe Tech management and partners by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate
• Work with M&E Manager in strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriate
• Use data to contribute towards strategic decision-making and project planning with project leadership
• Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle Cultivate strategic M&E relationships and alliances with other health and law software projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations
• Promote and support the dissemination of project information among the project team
• Work with project and financial staff to prepare and track the progress of project and activity budget
• Liaise with a team of M&E professionals, including our academic development economist partners from the University of Sydney, UCLA, Innovations for Poverty Action (IPA), and the International Growth Centre (IGC) conducting randomized controlled trials (RCTs) of our software.
• Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff.
• Carry out other tasks as assigned by Program Managers

Qualifications:

• Diploma/Degree holder from any recognized college or university
• Minimum 1 year working experience monitoring & evaluation
• Organized, highly motivated and independent with excellent team spirit and interpersonal skills.

 

Title:  Grants Manager

Main Responsibilities

Job Purpose

You will report directly to Head of Program-Health and manage specific projects under health team. Take leadership to all assigned health projects in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, government counterparts.

Specific Responsibilities:

• Oversee planning and coordination of specific projects and their activities and effectively assign tasks to team members.
• Ensure teams meet short and long-term projects’ objectives and ensure implementation of policies and practices
• Maintain budget and track expenditures/transactions and create and maintain detailed project plans

• Public assembly activities

• Harassment of any kind
• Impersonation of political figures, celebrities etc
• Any possible resurfaces of designated figures

2. Report and update this content in Google Sheet template constructed in tandem with Facebook’s public policy team that includes information necessary to inform Facebook of the type of harmful content on the platform in Myanmar. 

3. Provide translation of contents from the above languages to English as required by Facebook.

In recent years Myanmar as seen digitization at an incredible rate. A few years ago, having a mobile phone was a luxury few could afford. Despite these advancements, Natural Language Processing in the Myanmar language is still in its infancy. While some progress is being made, machine translation is still very basic. Moderation of content on online platforms is still largely a manual process since even basic models filtering the content are lacking. We are looking for an experienced machine learning and NLP leader who is passionate about seeing this as an opportunity to push the envelope and build something great to benefit the Myanmar people. 

Scope of Position:

• Lead the development of innovative machine learning algorithms in the Myanmar language
• Shape project strategy, prioritization and take responsibility for engineering decision making
• Build and grow our partnerships with researchers and professors from US and Brittish world class universities

Along with it, the country has seen an unprecedented uptake of Facebook, with many people considering the social network synonym to the internet. Along with this uptake, Myanmar has seen a spread of hate speech and misinformation on the social network.

To detect and effectively moderate instances of hate speech, social media companies, amongst other efforts, rely on Natural Language Processing (NLP) Algorithms that are able to bring suspicious content to the attention of human moderators.

KoeKoeTech is working hard to address these issues and is aiming to develop a web platform that facilitates, hate speech related data collection, labelling, analysis, and visualization.

We are looking for an experienced web developer to lead the development of the web platform that is crucial to the success of this project.

Besides working on the above project as the main work, you will also be involved in other exciting and diverse projects across our company's product portfolio.

Scope of Position

• Take the lead in the technical design and implementation of the web platform described above (frontend and backend) in close collaboration with our project manager, the data collection team, AI and data engineers.
• Work and support in other KoeKoeTech projects as needed and as workload demands

Responsibilities

• Ensure best programming practices are used to ensure security, stability and maintainability of the code

• Prepare annual budget in accordance with the Management’s overall business strategy and conduct regular review procedures to keep track of the implementation of the budget and making recommendations on budgetary control

Qualifications:

Job Purpose:

In recent years Myanmar has seen digitization at an incredible rate. A few years ago, having a mobile phone was a luxury few could afford. Today, a large part of the population in Myanmar use mobile phones on a daily basis. This rapid change has opened up countless opportunities for innovations for technology.

Along with it, the country has seen an unprecedented uptake of Facebook, with many people considering the social network synonym to the internet. Along with this uptake, Myanmar has seen a spread of hate speech and misinformation on the social network.

To detect and effectively moderate instances of hate speech, social media companies, amongst other efforts, rely on Natural Language Processing (NLP) Algorithms that are able to bring suspicious content to the attention of human moderators.

While developing such algorithms is a difficult task in any language, tackling it in Myanmar languages comes with its own unique challenges. Firstly, most NLP research is done in the english language, making it difficult to apply the state of the art to the local context. Secondly, the lack of structured language and hate speech datasets is an impediment to training such algorithms.

KoeKoeTech is working hard to address these issues and push the envelope in Myanmar NLP. We are now looking for an experienced project manager to lead our project that has the following three main objectives:

1. Work closely with local and international NGOs, legal experts and technology leaders to develop best practices for hate speech labelling based on international law
2. Build a web platform to collect a dataset of hate speech suitable for NLP algorithm training
3. Push the envelope of Natural Language Processing in the Myanmar Languages

We are currently expanding our cross functional project team to advance this challenging and impactful project.

Scope of Position

• Coordinate the activities of the growing project teams consisting of data collection, policy and NLP teams
• Shape project strategy, prioritization and take a key role in project advancement
• Lead recruitment efforts to ensure necessary know how is present on the team
• Keep track of funding, budgeting and deliverables
• Build and grow our partnerships with Civil Society Organizations, NGOs , researchers and professors from US and British world class universities, and tech & social media companies
• Communicate project strategy and program progress to our partners and donors
• Actively communicate our vision with potential partners and interested parties to advance our cause and secure necessary funding

Responsibilities

• Ensure all the project teams work towards the project objectives
• Ensure the project stays within budget and time frame and delivers quality deliverables
• Ensure the project teams stay focused in a changing and uncertain environment

Qualifications

• BSc or MSc in a field related to this cross functional project, such as international law, policy making, data science, software engineering or any other related field
• 3-4 years of experience in leading ambitious projects in an uncertain environment
• Experience in challenging stakeholder management
• Some background or experience in data science and/or machine learning is a plus
• An open and strategic mindset that can adapt to changing realities while staying focused on the bigger vision

We are looking for an experienced data engineer to lead the development of the software tools that are crucial to bring this project to success.

Besides working on the above project as the main work, you will also work with our in house data engineering team implementing our data pipeline for internal and external reporting.

Scope of Position

• Take the lead the design and implementation of databases for data storage of large datasets
• Administer the databases to ensure data confidentiality, integrity and availability
• Tune performance of the databases to ensure data can be accessed efficiently
• Develop data scraping tools to collect data from various web sources
• Develop data collection tools and in house libraries leveraging available APIs of various social media platforms

Responsibilities

• Ensure data confidentiality, integrity and availability of the collected data
• Manage and maintain the software libraries for data scraping and data collection
• Actively participate in the project and take ownership of your own area of work

Qualifications

• BSc or MSc in Data Engineering, Software Engineering or similar area
• 3-4 years of experience working in data engineering projects
• Proven experience in designing databases and integrating with related data pipeline tools, such as SQL and Graph databases, data warehouses and ETL tools
• Proven experience in Python including scraping libraries such as beautiful soup
• Experience with cloud platforms, preferably Microsoft Azure or Google Cloud Platform
• Ability and experience in designing and maintaining libraries using the above tools
• Proven track record of working in challenging projects and taking responsibility in the area of work
• Experience in machine learning is a plus

Job Purpose

The Grants Coordinator will directly work with Grants & Contracts Manager and Program Managers. The Grants Coordinator will also work closely with program team, M&E staff, developers and other departments in the delivery of their required functions and job accomplishment.

Grants Management

• Review donor reports produced by Grants Managers for accuracy, quality and compliance with donor requirements. This may involve substantial editing, translation and contributing to writing; ensure that reports to donors are submitted on time; that reports are coherent and accurate
• Backstop Grants Managers as needed in order to ensure the timely submission of reports;
• Work with the Grants Team, Program Team, and Developer Team to ensure that project indicators, expenditure and other grant essential information are tracked and grant review meetings are held on a regular basis.
• Work with the Grants Team, Program Team, and Developer Team to manage realignments, amendments and extensions, as needed, and maintain relationships with donors. Ensure timely project end and appropriate spend in line with contractual requirements.
• Work with the Grants team to ensure that the KKT grants information management and filing system is respected and all donor contractual documents, reports, key correspondence etc. are appropriately filed in up-to-date and consistent soft libraries.

Main Responsibilities

• Research and prepare grant proposals, including budgets, timelines, log frames and M&E frameworks
• Assemble, review and submit grant applications
• Undertake prospecting and identify suitable, potential funders
• Support with funder’s grant disbursal requirements and due diligence
• Work closely with Programs and Developer team on creation of proposals
• Create materials including pitch decks and presentations

Requirements

• Bachelor degree, Master will be a plus;
• Fluency in English, spoken and written, is essential;
• Superior writing and editing skills. At least three years of previous experience preparing donor reports and proposals;
• Knowledge of donor regulations (in particular USAID, UNFPA, UNDP, LIFT, PSI, Spring, TAF, MyJustice, etc.) and experience developing large proposals for these donors and/or overseeing reporting/ compliance on grants/contracts funded by these donors is required;
• Demonstrated experience in donor liaison;
• Good communicator with strong organizational, time management and analytical skills; attention to detail;
• Excellent inter-personal, cultural and diplomatic skills;
• Ability to meet juggle competing priorities, meet demanding deadlines and work under pressure;
• Strong computer skills: must be competent in the use of Windows MS office programs (Word, Excel), email programs, etc.;
